"What a + [noun]" is an expression usually used to indicate that someone is impressed or surprised. In the video, it is used sarcastically because Mrs. Puff expected Spongebob to pass his oral exam, and she says "what a surprise" with a sarcastic tone to show that she is not surprised. In modern times, "what a surprise" is mostly used in this sarcastic way and rarely used to show honest surprise. Ex: What a great gift! Thank you so much. (impressed by the gift) Ex: Wow, what a surprise, the football match was canceled because of bad weather. (speaker was expecting the match to be canceled and is not surprised)
