Here, "all the way" means completely or as much as possible. He's saying that he'd only choose to go to the beach - "surf and sand" - all the time or as much as possible. Ex: If I had to choose between chocolate and vanilla ice cream, I'd choose chocolate ice cream, all the way! Ex: The party is going to be Harry Potter themed, all the way.
