Here, "grow into" means becoming something as time passes and things develop. It can be used physically to mean that one thing physically changes or grows into another, or more metaphorically to mean that there're certain qualities someone or something can become or develop over time or due to certain circumstances. It can also mean becoming big enough to wear certain clothing. Ex: The sapling will grow into a beautiful tree. Ex: He grew into his independence when he left home. Ex: The shirt is too big, but he'll grow into it as he grows up.
