The phrase "chances are" means seems likely. The likely event or occurrence is stated after "are." One of the meanings of "chance" is probability. So "chances are" basically means it's probable. The expression can also be preceded by a definite article: Ex: The chances are that the train hasn't left yet. Although personally I've always heard it without the definite article. And almost always without "that." So: Ex: Chances are the train hasn't left yet. Ex: Chances are that my parents are throwing me a surprise party. Ex: Bring an umbrella with you because chances are it's going to rain today.
