Usually, "based on" means when one uses something to form or develop something else. Such as an idea, concept, statistics, narrative, theme, theory, and so on. Here it's used more in the sense of being a place or thing that something functions or takes place on. Ex: The movie is based on a real-life story. Ex: The theory is based on scientific research. Ex: The company I work for is based in Seattle, the USA. => located Ex: All my work is digitally-based now. => functions digitally
