Is "What should I do?" an actual question that requires an answer?

Good question! "What should I do," "what do I do," and "what do we do" are all rhetorical questions, and are exclamations used when one is at a loss (doesn't know what to do next). In this case, "what should I do?" is not really asking for an answer for the problem at hand. Ex: I've missed my train again, what do I do? Ex: What do I do, I misplaced my keys again!
