"What are you up to" is just another way of asking "what are you doing," so you can feel free to respond with anything. You can let them know what you are doing, or if you're not doing anything, you can say that as well! Ex: A: What are you up to? B: Nothing much, what about you? Ex: A: What are you doing? B: Just chilling, how about you?
