You should definitely not use "who the hell are you" to ask after another person's identity, as it is incredibly rude (particularly due to the use of the word "hell"). The speaker has only spoken in this way as the other man is making some rather presumptuous claims about his background, so he chose to also respond in a rude way. When meeting someone for the first time, it is best to use phrases like "Hello, and you are?" or "Sorry, can you tell me who you are?" Sometimes, even "Who are you?" can be considered blunt and a bit unfriendly. Ex: A: Hello, are you John? B: Yes, and you are? Ex: Hi! Can you tell me who you are?
