Does "help out" mean same thing as just "help"?

Yes, pretty much! But, "help out" can only be used when talking about actions done by other people, not for objects. Ex: My new standing desk really helps my posture. Ex: Jen helped me out by assembling my desk. Ex: The project team will help out at work this week since I'm not feeling well.
