Yes, it is a common expression! Ex: My mom said she's gonna be watching me like a hawk to make sure I study. Ex: Her superiors were watching her like a hawk to see if she'd mess up. Ex: I was watching him like a hawk, but he disappeared. Ex: I'll watch your bag like a hawk. I won't take my eyes off of it.
