What's "raise question" mean? Is it different from "ask question?"

It is slightly different! If something "raises a question," it brings to light a new issue or question that hasn't been considered before. One can "ask a question" and have the basic information available, but if something "raises a question," the information could be new and challenging. Ex: The increase in school prices raised the question about what the money was being used for. Ex: She asked me if I liked surfing, and I said I did, but I've never surfed before.
