Good question. Do you mean "added" instead of "omitted"? "Omitted" means to be taken out. "Added" means to be put in. "Are you sure the test is today?" is correct. If you wanted to add conjunction here, you would add "that" -> "Are you sure that the test is today?" You can't add the conjunction "if" to this sentence because it's a question. However, you could add "if" to a statement: Ex: I'm not sure if the test is today. It could be tomorrow. Ex: She doesn't know if she can drive. She's not feeling well.
