"Chefs" have higher positions than "cooks" do. Usually, "chefs" are in charge of the kitchen and what's made, and "Cooks" make the food. A "cook" could also be considered more domestic and general than a high-end "chef" in a restaurant. Ex: One day, I want to be the chef of a Michelin-star restaurant. Ex: My sister is a great cook!
