Can I use the word "overseas" for neighboring countries as well? Even though there's no ocean nor sea between the nations?

You can! Especially in this context, it's implied that "overseas" means any other country, including neighbouring ones. Technically, it doesn't seem correct to say "overseas" when talking about neighbouring countries, but most people would understand that you mean "abroad" when you say "overseas". It could also be a personal preference. Ex: The government is not allowing anyone from overseas to enter the country right now. Ex: I went overseas for my summer vacation. = I went abroad for my summer vacation. Ex: I've never been to another country on this continent, never mind overseas.
