Technically, it doesn't seem correct to say "overseas" when talking about neighbouring countries, but most people would understand that you mean "abroad" when you say "overseas". It could also be a personal preference. Ex: The government is not allowing anyone from overseas to enter the country right now. Ex: I went overseas for my summer vacation. = I went abroad for my summer vacation. Ex: I've never been to another country on this continent, never mind overseas.
