Here, "call on" means to make use of someone or something for help. "Call on" can also mean visiting someone to spend some time with them, usually not for more than a day. Ex: My brother said to call on him if I need help with the bank. Ex: Jane's going to call on Maria today. => to visit Ex: I told my team they can call on me if they need anything.
