Can "back" refer to hip or back part of the leg?

No it cannot. The term "back" is the large area at the back the human body, which is where the name comes from. It starts from the top of the butt to the back of the neck. It is the surface of the body opposite from the chest. To refer to your "hip" or "the back of your leg" you have to use those terms. Ex: Could you scratch my back please? Ex: I have a bruise on the back of my leg. Ex: Does your hip hurt?
