Why would the speaker mention "will" in this sentence? Is it a common expression?

"Will you" here doesn't mean what you think it does! It's used as an exclamation here to get someone's attention, to add emphasis to what they are about to say. It doesn't have any real meaning, and "oh my, look at that" means the same thing as "oh my, will you look at that!" Ex: Will you listen to that. What a lovely song. Ex: Oh dear, will you look at the time. It's gotten so late already.
