By "a scene" he means a loud public disturbance that would bring attention to them! You use this when the disturbance is negative and could be embarrassing. The common phrase to use is "cause a scene"- to act in a way that causes a public disturbance. Ex: Jimmy! Stop causing a scene and get in the car instead of rolling on the floor! Ex: There was a couple at a restaurant that caused a scene and started fighting. Ex: Please don't make a scene when you come to my graduation. You can be so embarrassing. Ex: The fight was a whole scene. I'm glad you didn't see it.
