Not necessarily! Here it just means that they are sensitive to the situation, and if something sad is happening, then it makes sense why they'd feel "emotional" or sad. "Emotional" doesn't always mean sad. It can also mean that you feel a lot of things, and feel them deeply, which isn't bad and can usually make us feel better. Ex: He's an emotional person and cries happy tears when we watch movies with happy endings. Ex: I cried a bit last night because I was so stressed, and then I felt better afterwards!
