To "pull over" means to drive one's car to the side of or off the road, out of the way of traffic. Here it's specific to the police causing someone to drive to the side, to speak or have an interaction with them. You can use it when you're telling others to pull over or if you're describing something that happened. In the context of police, usually, when the police have their sirens on or use their intercom with a specific vehicle, then the police are pulling them over. Ex: The cops are behind us. I think they're pulling us over. Get out your driver's license. Ex: Can you pull over here so we can get some snacks out of the trunk?
