Do people really say "the order of the order"? Or is it just used this way in this TV series?

No, It's not usually used this way! I think the TV series says "order of the order" to emphasize the phrase for young viewers to learn the phrase, and maybe to be funny since it's a kind of word play~ a pun. Ex: What order should the books be in? Alphabetically, by size, or by color? Ex: We need to reorder the cupboards.
