To "die down" means to gradually become less strong, to become weaker. "Wind's died down" here means that the wind has become weaker. Ex: The storm is starting to die down. I think we can go outside soon. Ex: The screaming and excitement of the baseball fans didn't die down once during the game. It was a successful season opener.

The two expressions do have similar meanings! However, to "lust after/over someone" means to strongly desire or be sexually attracted to someone. Ex: Stop lusting after her secretly and just go for it!
