People say "I must say" when they want to draw attention to the statement that they're going to say. It's placed at the beginning of a statement to emphasize it. Ex: I must say, I'm quite disappointed. I thought that the hotel would be nicer than this. Ex: I must say that this is the best cake I've ever eaten.
