People say "I must say" when they want to draw attention to the statement that they're going to say. It's placed at the beginning of a statement to emphasize it. It can be said when someone is shocked or surprised by something, or something stood out to them. It's also often used if they expected something, but their experience of it was different. Ex: I must say, I'm quite disappointed. I thought that the hotel would be nicer than this. Ex: I must say that this is the best cake I've ever eaten.
