Good question! It's actually both. It's a sound made by people when they want to imitate the sound of a lion (which "roars"), and it's also a verb used to describe the action of loud, deep cry or sound. Ex: The lion roared at the crowd watching him. Ex: He roared with rage, breaking dishes and slamming doors.
