Why would they be called "bullies"? Is it because they're as wild as a bull?

As you may know, a "bully" is a person who teases, picks on, intimidates, or threatens others. The word "bully" may have originally come from the Dutch word "boele," which means lover. Over time, the meaning seemed to change to "protector of a prostitute." This word could come from the animal bull. However, I am unsure of how this word changed from a positive meaning to a negative meaning.
