That's right. It is an idiom! Literally speaking, it's said when you invite someone into a swimming pool so that they know the water is a nice temperature. In relation to this, it's also said when inviting people to events, or to start something new! So he's inviting and encouraging people who like cats to watch a movie about dogs. Ex: You're welcome to come over to my house for dinner anytime! The water's warm. Just give me a call. Ex: Come on in and swim! The water's warm.
