Why is there a comma between "new" and "high-paying" here?

There's a comma between "new" and "high-paying" jobs as they're both equally important adjectives to describe "jobs." So they could potentially read as "new jobs" or "high-paying jobs" on their own. Ex: We're getting new, brightly-lit lights for the room. Ex: The house will have a fresh, bright color on its walls before you move in.
