Not quite! They have a slightly different nuance. "To be clear" means to be direct and obvious in speaking, "to clarify" means to make something understandable or less confusing. Ex: To be clear, I don't want to go to the party. Ex: To clarify, I don't have anything against parties. I just don't want to go.
