What does "low-tech" mean? Also, like the word "low life," does "low" implies a negative nuance?

It doesn't necessarily have a negative meaning, but it does mean "low technology" (that which requires less advanced or sophisticated technology) which is not viewed as favorably as high technology (high-tech). Ex: This town only utilizes low tech stuff, as it lacks the funds to upgrade everything. Ex: Sometimes, low-tech gadgets are simpler and work better.
