"Is that how it's gonna be" is used to talk about how a person is behaving in a certain situation and your accepting that behavior. It is not usually a positive phrase and implies that you're unhappy or angry about the behavior and view it in a negative way. Here Ice Bear is saying to his brothers "is this the action you want to take" because they are willing to fight him to get him to stay. Ex: A. Hey, what did you get for question 2? B. Figure it out on your own. A. Oh, is that how it's gonna be? Ex: A. I think we could use some extra help on the project. B. Shouldn't you be able to do this alone by now? A.
