Is there any difference between "speak to" and "speak with"?

There is a difference, yes! To "speak with" someone means to discuss or have a conversation about something, whereas "speak to" can mean to talk to someone briefly or in discussion. So "speak to" has more uses than "speak with!" For example, here, "speak to" is in reference to strangers, and it's less common to "speak with" a stranger than it is to "speak to" a stranger.
