What's "tiger's fool"?

After doing some research on the subject, it seems as though a "tiger's fool" is referencing a Chinese military general named Xu Chu. He was nicknamed "Tiger's Fool" because of how strong he was (strength of a tiger) and because of his personality: simple-minded (the mind of a fool) and honest.
