"Dare I say" is an expression used before a sentence to express that the statement which follows is controversial or may cause disappointment or disagreement among people. This is a very polite expression. Here, "dare we say" is used to show that not everyone may agree that the Mandarin Duck is "a bird deserving of top billing", although they think it is true. Ex: This pizza is so good. Dare I say, the best pizza I've ever had. Ex: Your class is long and dare I say, a little boring.
