Basically, to suggest means to cause one to think that something exists or is the case. In this video, the speaker says "when blood tests suggest the possibility of celiac" to mean "when blood tests indicate/give the impression of celiac," to show that celiac (disease) might be the case or exist. Ex: Research suggests that new COVID-19 sub variants are resistant to vaccines and natural immunity. Ex: Tests suggest that you may be allergic to shellfish.
