What does "turn out" mean here? Is it a general expression?

"Turn out" means that something or someone eventually becomes something or is found to have a particular quality or ability. Ex: It turns out he wasn't so bad after all. Ex: She turned out to be a really great nurse. Ex: The party turned out to be really fun.
