Great question. This is quite a complicated answer. Simply put, the answer is both yes and no. Yes, because The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. Therefore it is indeed part of the UN. However, the UN has several specialized agencies, which are independent and have the power to make decisions for themselves. They work with the United Nations and each other through the United Nations Economic and Social Council.
