"Ra" is a prefix formed by the combination of the Latin "re" and "ad," but it pertains more to French and Italian. In the English context, there isn't really a connection between the "ra" in "rash" and "radical" that indicates any negative meaning. Additionally, "radical" doesn't necessarily imply a negative meaning all the time, just that one is extreme in their views or actions. Ex: She often acts in a rash manner. Ex: He was known for being a radical, revolutionary figure in history.
