Good question! 'At stake' means the same as 'At risk', exposed to harm or danger, or 'At question', being considered. It's normally in a situation when there is something valuable and it might be lost. Ex: Hundreds of people are at stake if the government doesn't take action quickly. Ex: I can't quit my job, there's too much at stake.
