Spa music is known for being very soothing and relaxing. Psyduck is a Pokemon known for constantly having a serious headache that affects his ability to think. Pikachu is stating that they are forced to listen to the "spa music" because of Psyduck's headache, who could harm everyone in the car if it is aggravated.
