Do "personality" and "celebrity" have the same meaning?

"Personality" is often used as a synonym for "celebrity," to describe someone with some level of fame or media attention. Other synonyms include "star" or "celeb." Ex: Media personality Ellen has been at the center of a number of controversies recently. Ex: I don't go on the internet often, so I don't know much about current celebrities.
