Just curious, if the portrait of the bill changes, does it loses its effect as a currency?

At the moment it doesn't, no. The change of the currency will take several years to do due to the billions of notes in circulation. Perhaps over many many years, it could potentially lose its currency, but they still hold its value until stated by the government.
