What does "verbal" mean? Does it relate to "verb," perhaps?

Yes and no! Here, "verbal" means to express something with words and speech. But "verbal" can also mean relating to a verb. In conversation, it's mostly used to mean speech! Ex: You can use the verbal adjective "moving." Ex: He's very verbal when he notices an issue.
