To "be impeached" generally means to be charged with a crime or offence of some kind. Politically it means that the legal part of the political system is charging a government official with something, generally that is some form of criminal conduct. Ex: The mayor is being impeached for stealing tax money. Ex: The governor is at risk of being impeached because of his conduct.
