What is the difference between “I’m bored” and “I’m boring”?

"I'm bored" means that you are feeling unhappy because something is not interesting or you do not have anything to do. "I'm boring" means that you as a person are uninteresting. Ex: She is really boring. Ex: I'm so bored. There's nothing to do today. Ex: The professor's lecture was boring. Ex: Today is a really boring day.
