These two expressions are actually used in difference situations. When you find a person you’ve been looking for, the phrase “there you are” is used. “Here you are” is used when you are presenting or giving something to someone, such as a gift or plate of food. Ex: Oh, there you are. I was looking for you! Ex: Here you are, this is the salmon steak you ordered.
