'Urge', in this case, is a noun meaning 'a strong desire'. 'Has' is a third-person present for 'have'. In this video, Ice Bear is referring to himself as third-person, that's why he's using 'has' instead of 'have'( Have is used for first-person. ex: I have a cat. ). So basically, Ice Bear is saying that he has a strong desire to arrest Charlie. Ex: I have the urge to go swimming.
