What is the difference between “reduce by” and “reduce to”?

"Reduce by" means "reduce by a certain amount", in this case 65 percent. "Reduce to" refers to what is left after something has been reduced. Ex: My weight has reduced by 2kg this month. Ex: The amount of money in my bank account has reduced to 20 dollars after shopping a lot.
