"Rolly-wheels" (or "rolly wheels") are wheels that can roll smoothly across the floor. The speaker says "no broken rolly-wheels" here to mean an office chair that does not have any broken wheels. This is a bit of an immature expression, however. Most people would use "wheels" or "rolling office chair." Ex: My new office chair is great. It is super comfy and has rolly-wheels. Ex: The prize for winning the Jimmy Jabs is an office chair with no broken wheels.
