Yes, that's correct. "Cheers" is commonly used to express good wishes before drinking, or in the case of this video, eating as well. Similar expressions include "bottoms up" (when drinking) and "here's to [you/your health/etc.]" Ex: Here's to the project's success. Ex: Let's have a toast. Cheers!
