Great question. This is an informal usage, this sentence is actually "(It) looks like". You will hear this commonly in conversations where native speakers will drop the "it" at the beginning of a sentence because it is assumed. Ex: (it) Seems like he's in a bad mood. Ex: (it) Needs to be fixed, I think.
